If you see that the first option is missing :
Then you probable have "Norton Internet Security" running on your computer.
Solution :
Open "Norton Internet Security". You need to fix settings in Ad blocking. Click on "Configure button" and in "Ad Blocking" window uncheck option "Turn on Popup Window Blocking". Basically you don't need this option because popups are blocked in default in Windows XP SP2 or you can use much better free popup stopper for example in Google Toolbar.
